Rostock is planning a major Groter Pohl project: focus on apartments and school campuses!
In Rostock there is movement on the Groten Pohl in the southern part of the city. The city administration plans to move developments forward more quickly, such as NDR reported. The land use plan has been on the table since 2003, but the actual start of construction for apartments, a school campus and shops is still a long time coming.
Mayor Eva-Maria Kröger from the Left expresses sharp criticism that necessary investigations and planning have been neglected in recent years. However, something has happened in the last two years and the city is now faced with the decision of whether to develop the Groten Pohl itself or leave the development to the housing industry. Roland Blank, board member of WG Schifffahrt Hafen, reveals that his cooperative already has plans in the drawer with five other companies.
Planned Groter Pohl urban district
The future Groter Pohl urban district will cover an area of around 22 hectares and will offer 1,200 apartments as well as commercial space and a school campus. Particular attention is also paid to a school campus in the western part of the area, including an after-school care center and a sports hall.
The planning also includes a creative campus for start-ups and intercultural gardens, a park will be created along the railway tracks and a commercial boulevard will be created. The residential development is designed on four to six floors, with the buildings having flexible depths of 10 to 15 meters. Also noteworthy is the plan to make the neighborhood car-free and almost free of parking spaces, with only disabled parking spaces being provided for wooden parkers.
Sustainable planning and citizen participation
The concept is based on modern approaches, such as rainwater management according to the principles of a sponge city. The goal is to collect rainwater, store it temporarily and release it in a targeted manner. In addition, an impressive 80% of the roof areas are to be greened and photovoltaic systems are to be installed in order to create sustainable energy sources.
However, there are also concerns: the region's allotment gardeners are critical of the plans, especially with regard to the impact on biodiversity. The development plan process has been running since 2016, with the draft coming in 2018 and the decision for the functional plan following in 2019. The further developed B plan is to be laid out in the first half of 2024, after which the statutory resolution will be sought for 2025 before the development work can begin.
