In Mecklenburg-Western Pomerania, free child care remains a hotly debated topic. Despite urgent demands from municipalities and districts that are striving for a return to parental contributions, the red-red state government is unequivocally sticking to this important achievement. The SPD parliamentary group leader Julian Barlen described the continued existence of the freedom to pay contributions as a “financial feat”, but the debate about the introduction of fees is not up for discussion. Mayor Lars Prahler from Grevesmühlen has proposed a monthly fee of 50 euros per place in daycare centers or after-school care centers in order to cover increasing personnel costs and record the actual need for care.

“The free daycare promotes equal opportunities and educational justice,” emphasizes Barlen and receives support from the left. CDU parliamentary group leader Daniel Peters, on the other hand, is calling for more support for municipalities from the state, while Green party group leader Constanze Oehlrich is calling for additional investments in the quality of childcare - including smaller groups. The childcare rate in Mecklenburg-Western Pomerania is pleasingly high: almost 95% of 3 to 6 year olds and 59% of 0 to 3 year olds receive care in a facility or with a childminder.

Financing and challenges

Financing problems are not unknown territory. Every year around one billion euros flow into child care in the northeast, made up of state and local funds. A large part of this sum - 467 million euros - will be made available in 2025, which is 8% more than last year. These funds are used, among other things, to finance previous daycare contributions and to support special educational offers that promote equal opportunities for children.

Some of the measures that benefit from state funds include environmental daycare centers, forest daycare centers and nature daycare centers that pursue special educational approaches. The state also supports special aqua daycare centers that offer water familiarization and swimming courses with start-up funding. The first courses are scheduled to start in 2024, and new facilities will be added every year.

Application process for parents

For parents who would like to take advantage of this free care, there are a few forms to fill out, which usually have to be submitted three months before the start of care. A separate application for exemption from parental contributions is not necessary; The responsible youth welfare office covers the ongoing costs for the places in the facilities. However, parents have to pay for their children's meals, but they can also submit an application to have the costs covered.

Free childcare in Mecklenburg-Western Pomerania remains not only a financial feat, but also an important tool for promoting equal opportunities. It is possible that the different voices speaking out for and against fees will lead to a solution that meets the needs of all parties involved. It is clear that there is still a lot to do here!
