In a shocking incident in Wolmirstedt (Börde district), a dog was mistreated on the street on Monday evening. According to report by Day24 A 17-year-old witness observed a 27-year-old man punching, kicking, and choking his dog several times. The dog screamed in pain and was bleeding, prompting the witness to call the police.
Officers arrived on scene and took the dog away from the man. The animal was brought to safety and handed over to an animal shelter. The dog's health is currently being checked while the man is being investigated. The veterinary office plans to initiate a suitability test for the dog owner.
Legal basis of animal protection
In Germany, the Animal Protection Act (TierSchG) applies, which protects both pets and farm animals. According to Section 17 of the Act, inflicting significant pain is a punishable offence. But how LTO reported that the sanctions for animal welfare crimes are often weak. In 2020, only 1,027 people were convicted of such offenses, with 95% only receiving fines.
An unpublished study also shows that many cases of cruelty, especially against farm animals, are not adequately prosecuted. The requirements for proving pain are high and many crimes do not even come to the attention of the public prosecutor. On average, pet owners only expect a routine check every 17 years.

If animal cruelty is suspected, action should be taken quickly. The Animal Welfare Association recommends contacting those responsible directly if this is possible without risk. Otherwise, it is important to document the grievances - for example with photos - and inform the local police or animal protection organization. Providing evidence, such as the location and date of the incident, as well as details about those responsible, plays a crucial role.
The recent incidents in Wolmirstedt shed light on the pressing issues in animal welfare and the need for effective action. While the public remains sensitized, the question remains as to how consistently the judiciary will act in prosecuting animal welfare crimes.
