A lot has happened in Germany in recent years when it comes to equal rights for women in leadership positions. A current report from the Ministry of Equal Opportunities in Saxony-Anhalt shows encouraging developments. The Ministry for Saxony-Anhalt presents a comprehensive inventory of gender distribution in management functions with the “Executive Monitoring 2024”. According to the figures that have been published annually since 2012, the proportion of women in senior management positions in the state administration is an impressive 42.6 percent as of December 31, 2024. For comparison: In 2021 it was 38 percent. A clear upward trend to be happy about.
The increase is particularly outstanding at the first management level - i.e. in office management and similarly important positions. Here the proportion of women rose from just under 34 percent to over 45 percent. Including school management, which is traditionally made up of more women, the proportion even rises to an impressive 53.3 percent. Equal Opportunities Minister Petra Grimm-Benne emphasizes the importance of more female role models in leadership positions. She emphasizes: “A real goal is equality in the core area of administration.”
The path to equality
The successes do not come by chance. The state government is implementing targeted measures to promote women in leadership roles. This includes transparent career paths, active promotion of young talent, mentoring programs and a better balance between family and management tasks. “There is something for the bright minds of tomorrow,” continued Grimm-Benne. A modern human resources policy should consistently promote equality.
But what about in the overall context? According to Destatis, the proportion of women in leadership positions was 29.1 percent overall in 2024. This means that the increase in women in leadership positions is significantly slower than in state administration. Developments in the overall economy show that the differences between the genders are smaller in academic professions, where the proportion of women is 50.2 percent.

The specific age distribution of the proportion of women in leadership positions shows that younger women are more often found in leadership roles. 35 percent of management positions between the ages of 25 and 34 are held by women, while the proportion of older employees is gradually decreasing:
