There is good news from the state administration on the path to equality in leadership positions. As Hallanzeiger reports, the proportion of women in senior management positions in the state administration reached a value of 42.6% on December 31, 2024. This is a significant increase compared to 38% at the start of the electoral period on December 31, 2021. The development is evidenced by the “Executive Monitoring 2024” published by the Ministry of Equal Opportunities.
What is particularly noteworthy is that the proportion of women in management positions has increased from just under 34% to over 45%. If you also take school management into account, the proportion of women in all management positions is an impressive 53.3%. Minister Petra Grimm-Benne emphasizes how important it is to have female role models in management levels. “Only through greater visibility can we initiate a rethink,” is her clear statement.
Promotion measures for equality
The state government has set itself the goal of achieving equal participation of women and men in leadership positions. In order to achieve this goal, the state government is planning targeted measures such as transparent career paths, active promotion of young talent, mentoring programs and a better balance of family and career. All of these steps are aimed at ensuring that women have the same opportunities as their male colleagues to reach leadership positions.
However, the data collected does not relate to political functions such as ministers or state secretaries, which were not included in the monitoring. The definition of managers includes special salary or comparable salary groups that lie between A 13 and B 6. Here it becomes clear that this is a controlled and specific framework.

The constant collection of this data since 2012 shows that there has already been positive progress towards equality. The current figures not only reflect progress in state administration, but also provide incentive for other areas. A look at the nationwide situation, as can be found in the Equality Portal, shows that 36% of management positions in the highest federal authorities are held by women, an increase of 3.7 percentage points since 2015.
Many companies in Germany have similar efforts and legal requirements that contribute to increasing the proportion of women in management positions. The law on equal participation, which has been in force since 2016, ensures that companies are forced to hire at least 30 percent women when appointing new supervisory board members. This shows that the trend towards equality and increased participation of women in leadership is not just an issue for the state administration, but has far-reaching social effects.
