Municipal debt in Saxony-Anhalt reached an alarming level in the first half of 2025. The debt level of the core households totaled a whopping 3.574 billion euros at the end of June, which corresponds to an increase of 416 million euros or 13.2 percent compared to the previous year. This emerges from current data from the State Statistical Office, which was published on September 22, 2025. The situation makes it clear that many municipalities in the region are increasingly borrowing money and the mountain of debt is growing.
The districts in particular stand out in this development. Here the debt increased by 22.5 percent to 822 million euros. What is particularly significant is the significant increase in debt to secure liquidity, which increased by 42.3 percent. In the Mansfeld-Südharz district, short-term loans increased by 71 million euros, which accounts for almost half of the total increase in liquidity loans. This shows that the financial situation in many communities is strained and additional financial leeway is urgently needed.
Focus on investments and securing liquidity
Significant increases in debt have also been recorded in the independent cities of Halle, Magdeburg and Dessau-Roßlau. Here the debt rose by 15 percent to around 1.374 billion euros. A not insignificant part of this debt is intended for investment purposes, with an increase in investment debt of 21.6 percent, which corresponds to 148 million euros. Liquidity loans have also increased, by 5.9 percent or 30 million euros.
The increase in debt was lowest among the district municipalities and association municipalities at 6.7 percent (86 million euros), but also shows worrying trends.
