In Saxony-Anhalt there is a breath of fresh air in the political landscape: The black-red-yellow coalition has put the reduction in bureaucracy at the top of the agenda. With the new bill, which is intended to make building contracts, is facing exciting changes. In Magdeburg, the CDU, SPD and FDP have presented their plans that aim to significantly reduce the hurdles for companies and municipalities. Especially for services, the documentation obligations for orders should be omitted up to a value of 221,000 euros. For construction work, the threshold is even increased from 120,000 euros to around 5.5 million euros. A measure that many are considered necessary by many in the economy, because the current bureaucratic hurdles are often too high: As the managing director of a construction company, Michael Truthmann, expresses it, many craft businesses now avoid public tenders because the effort is too great for them.

Despite the positive mood of circles of ministries and companies, there are also critical voices. The German Trade Union Confederation (DGB) expresses concerns that the reforms are hollowing out the tariff loyalty and procurement law. There is great concern that only ten percent of the contracts are recorded. This would not only endanger fair competition, but also impair quality and working conditions in the industries concerned.
Another aspect that encounters little approval are the feared new bureaucratic hurdles. Felix Pakleppa, General Manager of the Central Association of German Construction Trade (ZDB), warns of additional pollution for medium -sized companies, since many suggestions could also go hand in hand with complication of the processes. The ZDB calls for a revision of the draft laws and fears that only large corporations in the construction sector will actually benefit from the reforms. In this context, Construction Minister Klara Geywitz initiated a reform of the building code in order not only to accelerate housing, but also to promote climate protection. Measures such as shorter approval periods and reduced reporting requirements are part of this ambitious project. This is intended to create the framework conditions for contemporary and sustainably oriented construction.
The next steps are already clear: The draft law to change the tariff loyalty and award law is now advised in the committees of Parliament. The discussion is in full swing both in Saxony-Anhalt and at the federal level. It remains to be seen how the political landscape will develop in view of these upcoming reforms.
