The world of football is currently abuzz! The “Promotion Reform 2025” initiative is generating great interest after prominent clubs such as FC Schalke 04 and 1. FC Magdeburg joined the project. How Radiochemnitz reports, the initiative aims to create a binding and fair regulation for promotion to the 3rd league from all five regional leagues. In fact, only some of the champions are currently promoted directly, while many have to try their luck in nerve-wracking relegation games.
In this context, Schalke sports director Frank Baumann said that championship titles should definitely count for promotion. The current promotion mode is perceived as unfair, and not without reason: over 30 clubs have now come together to push forward the reform. Sports director Chris Löwe from Chemnitzer FC clearly expresses his dissatisfaction with the current regulations and makes it clear that the system urgently needs to be revised.
New partners and the call for change
With the support of other clubs such as 1. FC Schweinfurt and TSV Schwaben Augsburg, the initiative is growing rapidly. As the ZDF Today highlights, third division teams such as Hansa Rostock and Energie Cottbus as well as the Bundesliga club 1. FC Union Berlin are also part of the reform movement. The common voice is becoming louder and the demand for fair and transparent promotion regulations is gaining weight.
The “Promotion Reform 2025” initiative wants to set up an official working group at the DFB Bundestag in 2025 to develop concrete proposals. Tommy Haeder, spokesman for the initiative, emphasizes: “The need for reform is undisputed.” Many clubs involved complain about the current system, which promotes inequality and mistrust.
The current promotion regulations and the challenges
The moderation of the promotion regulations remains a daunting task. The DFB Bundestag recently decided that the regional league will initially consist of five seasons and that four teams can be promoted to the 3rd league every year. The champions of the regional leagues West and Southwest as well as the survivors of the championship decisions of the remaining seasons will play for the promotion places Kicker determines. This regulation creates financial and sporting uncertainty, especially for clubs stuck in the fourth division.
One of these teams is Lokomotiv Leipzig, who recently failed in the relegation games for promotion and therefore remains in fourth division. The club premiered last season with an impressive record, but that alone wasn't enough for promotion. The discussion about the “most unfair rule in football” is further fueling the debate about urgently needed changes.
The regional leagues are in a state of upheaval. The “Ascent Reform 2025” initiative could provide the decisive push to establish a fairer and more transparent structure in the next few years. It remains to be seen with excitement whether this vision can be realized in the new solutions for the 2027/28 season in 2026.
