Something is happening in housing construction in Leipzig! The city council's decision to develop a new residential area in Heiterblick-Süd sets the course for urgently needed living space. According to l-iz.de this is a controversial undertaking that brings with it both opportunities and challenges. The city council has spoken out in favor of building around 4,000 apartments, half of which will be subsidized, but opinion on the use of the space is divided.

The plans call for the city to issue a statute on a special right of first refusal for the area. This right of first refusal is intended to prevent speculation with non-urban sections. The big advantage: The majority of the area on Paunsdorfer Allee belongs to the city, which makes the process easier. However, the city can make optional use of the right of first refusal, so there is no obligation to exercise it.

Need for living space

What is particularly noticeable is the growing need for affordable housing in the city. A study by the Institute for Urban and Regional Research at the University of Leipzig says that around 10,000 apartments are missing in the city. This means that there is great potential in the Heiterblick-Süd area, also because the infrastructure is already in place. For development plan No. 482 “Paunsdorfer Allee/Permoserstraße City Quarter”, the city has set the goal of pushing forward the creation of planning law by 2023 at the latest. The results of a future workshop from 2019 are incorporated into the design. Particular emphasis is also placed on the careful handling of flora and fauna, so that existing landscape protection and forest areas should not be overplanned - these should be preserved as local recreation areas.

Funded housing construction at a glance

In order to benefit from the subsidized apartments, those interested need a white residence permit (WBS). This entitles you to rent apartments that have been renovated or newly built with funding. The income limits for the application are clearly defined: For example, an individual may not earn more than €16,800 net per year. Corresponding increases apply to households with up to five people.

The planned new apartments are a step in the right direction, even though building permission for the area is not expected to be granted until 2028.
