Riesa's port project: million-dollar errors in the federal budget uncovered!

In impressive preparatory work, Lars Klingbeil, the Federal Minister of Finance, submitted the new federal budget for 2025 to parliament. The draft comprises almost 3,500 pages and is subject to all sorts of changes. Riesa is mentioned not only because of planned rail investments, but also because of the new construction of the CT terminal in Gröba harbor. Sächsische.de reports that ... the port operator SBO has been planning on this terminal for many years, which is intended to optimize the handling of containers between ships, trains and trucks. An enormous increase in capacity is in sight - the annual handling capacity is to be increased from the current 40,000 to up to 100,000 containers.

The development surrounding building permits is particularly exciting. After more than ten years of approval, the Saxony State Directorate finally gave the project the green thumb last year. Construction on the South Quay could begin soon, with an expected start next year. However, there is also a downer here: the cost planning must be brought up to date. As it turns out, the original 2012 funding of 18.85 million euros was based on a then outdated cost estimate of barely 31 million euros.

Incorrect reporting and duplicate funds

In the current federal budget, a surprising sum of 37.7 million euros is given for the CT terminal, which is twice the original funding amount. The federal government received the reason for this increased sum from an incorrect report from the General Directorate of Waterways and Shipping (GDWS). This had noted the approved funds as already spent in the budget, which inevitably led to the funds being allocated twice. However, no federal funding has yet been spent on the Riesa project, which further complicates the situation Bundestag.de explains....

According to the information available so far, SBO submitted an amendment request for further federal funding for the KV terminal in April 2023. However, a decision on the requested funding amount is still pending. It is all the more important to clarify how the funds can now be used. The entire budget provides for expenditure of around 503 billion euros for 2025 and a significantly increased investment volume of 62.7 billion euros. Bundesregierung.de summarizes.... What is particularly noteworthy is that the federal investment target is to be increased to a record-breaking sum of almost 120 billion per year by 2029 in order to keep Germany modern and competitive.

The political responsibility

With this draft for the 2025 federal budget, the federal government has set the course for the future. Federal Chancellor Friedrich Merz emphasizes that the present resolutions should serve as a basis for economic and financial policy. This is also linked to the plan to reform the debt rule and allow specific exceptions. Overall, there is a clear focus on investments, structural reforms and consolidation.

How the expansion of the Riesa port will continue remains exciting. Citizens hope that the financial issues will be resolved quickly so that they can see positive progress. In the coming weeks, the Bundestag will look more closely at the draft budget, and it remains to be seen what the decision on applying for federal funds for the terminal will be.
