Saxony's municipalities are heading for a record deficit of 871 million euros!
The financial situation in Saxony continues to deteriorate. According to that MDR The Saxon Association of Cities and Municipalities (SSG) published the half-year balance for 2025, which shows a worrying deficit totaling 871 million euros in municipal budgets. This deficit has increased by 189 million euros compared to the end of 2024, when it was 682 million euros. The main causes are astronomically increasing personnel and social expenses, coupled with falling income.
What's next? The deficit could increase further in the third quarter as spending is expected to increase through tariff increases. The situation is particularly serious in the independent cities, where a loss of 421 million euros is recorded. But the districts also have to give up, with a deficit of 193 million euros, while the municipalities belonging to the districts have a deficit of 186 million euros. The municipal social association also reports a deficit of 71 million euros.
A warning sign for autumn
There are great concerns because the current forecast warns that the cash deficit of the cities and municipalities in Saxony could significantly exceed the billion euro mark in autumn 2025. The Sächsische.de emphasizes that the strained social and personnel expenses are putting a lot of strain on municipalities. Compared to the same period last year, in which the cash deficit was 638 million euros, the current deficit represents a new record.
In the context mentioned above, the nationwide figures are hardly better. Like a message from Destatis confirmed, the municipal core and extra budgets in Germany (excluding the city states) had a financing deficit of a whopping 24.8 billion euros in 2024. This is the highest deficit since reunification in 1990. The increase is alarming: compared to 2023, the deficit has increased by 6.6 billion euros. The main drivers are the sharp increase in social benefits and personnel expenses, which rose by 8.9% to 88.1 billion euros.
A call for support
The fact is: the municipalities in Saxony are facing a huge challenge. With a deficit that threatens to skyrocket, those responsible are sounding the alarm and demanding support from the state and federal governments. The signs point to a storm, and it remains to be hoped that decision-makers will take the necessary measures to help the communities and avert a further slide into financial catastrophe.
The situation is serious - a good hand and quick action would be well advised in these times. Only with a collective approach can Saxony be found out of this misery.
