The inquiry asks 108 individual questions about the contaminated sites on the former RAW site on which the prison is being built.

In his extensive 56-page response, Piwarz lists the challenges encountered in detail. Among other things, he mentions the high ongoing costs that continue to be incurred despite the current construction freeze. Such information is crucial to serve the public interest in the more efficient use of tax resources and to strengthen trust in public construction projects.

Criticism of the planning and execution

The problems with prison construction highlight a larger phenomenon that affects many large-scale public construction projects in Germany. Politically motivated sugarcoating of cost estimates and the use of spectacular architecture are just some of the factors that often lead to unpleasant surprises.

In many cases, such as Berlin's BER Airport or the Elbphilharmonie, extreme budget overruns are reported. These projects already exceeded the original budget many times over. The shocking figures speak for themselves: the construction costs of the Elbphilharmonie rose from EUR 77 million to an astonishing EUR 789 million.

Another critical point is inadequate project management, which in many cases can lead to delays and ultimately to insolvencies for construction companies. The experts find that only 0.5% of large international projects adhere to the cost estimate and construction time. This of course causes unrest and frustration among citizens, who are rightly pushing for effectiveness and transparency.
