Leinefelde-Worbis: Living space instead of green! City council decides on change

There is movement on the housing market in Leinefelde-Worbis! On June 21, 2025, the city council unanimously passed the resolution to make the 29th amendment to the zoning plan. This affects the area in the Worbis district, which is covered by the project-related development plan No. 131 “Gattner Projektentwicklung GmbH / Nordhäuser Straße”. These areas are currently still designated as green spaces in the land use plan, but that is expected to change soon.

The aim of the change is to create a planning basis for new residential building areas, which are urgently needed due to the high demand for housing in the region. The exact scope could change during the planning process, which could be important for the citizens affected. The city council will publish the decision in accordance with the local building code.

The steps of land use planning

But how does this planning actually work? A look at the legal basis shows: The land use plan (FNP) represents a rough sketch of land use for the entire municipal area and is considered the first planning element. In order to make the building rights concrete, it becomes a development plan (development plan). This then contains detailed, legally binding regulations that also specify regulations for structural design and use. It is important that since 2017, municipalities in Germany have been obliged to publish their land use plans online.
