Leverkusen at the top: record number of new companies founded in 2024!
There is news in the German start-up scene that makes you sit up and take notice! Leverkusen took the crown in 2024 and achieved the highest number of company registrations in Germany. With an impressive NUI value of 254.5, the city is at the top of the IfM Bonn. This means that Leverkusen has left behind the district of Munich, which is now in second place, and the city of Offenbach, which is in third place. This development shows that the start-up landscape in Leverkusen is flourishing.
What is interesting is that the NUI (New Entrepreneurial Initiative) value measures the number of newly registered companies per 10,000 working population in a year. The average NUI values have stabilized in recent years and are showing a positive development. The average NUI value for 2024 was 136.0, exceeding the 2019 value of 124.7. These numbers were determined in the annually published ranking by IfM Bonn.
Pleasing trends in the regions
It's not just Leverkusen that's attracting attention when it comes to company registration - other cities are also showing notable leaps. Koblenz has improved from 98th place to 18th, while Cologne has jumped to 19th place. Dahme-Spreewald was able to improve from 68th place to 13th. New in the TOP 20 are Garmisch-Partenkirchen, Düsseldorf and Kempten. Some cities, such as Berlin and Hamburg, have the highest NUI scores among all city-states. In 2022, there were delays in the recording of business registrations across Germany, some of which were made up for in 2023. Therefore, the NUI values for 2023 were calculated as the average of 2022 and 2023.

The developments can be easily observed in the 400 districts and independent cities in Germany. It turns out that since its introduction in 1998, the NUI indicator has not only compared regions with each other, but also highlighted important trends. It is noteworthy that entrepreneurial activity has increased in all federal states, particularly strongly in Mecklenburg-Western Pomerania, Lower Saxony and Rhineland-Palatinate. These developments are a clear sign of a revitalizing economy.
Another aspect of the ranking concerns the changes in the TOP 20. While some districts such as Hochtaunus and Marburg-Biedenkopf have left the list, others such as Kempten have regained their place. The range of NUI values has only increased slightly, but still significantly - Leverkusen's value exceeds the lowest value in the Kyffhäuser district by more than three times.
Overall picture of the entrepreneurial landscape
Overall, what is happening on the market is characterized by exciting twists and turns that can indicate different framework conditions for entrepreneurial initiatives. The IfM Bonn itself emphasizes that random fluctuations can always occur and that the rankings are not the only decisive factor for the corporate landscape. However, the NUI indicator is a convincing tool for assessing the start-up climate in Germany and making developments understandable.
If you look at the numbers and trends, it is clear that the entrepreneurial spirit is alive in Germany. It remains exciting to see how the start-up scene will develop in the next few years and which cities may catapult themselves even further to the top. The first signs are already visible – and the future looks promising.
