In the Haffburg refugee accommodation in Wismar, the conditions for the asylum seekers living there have been heavily criticized. The Mecklenburg-Western Pomerania Refugee Council expressed its horror at the sanction system used in the facility, which often puts residents under pressure and leads to humiliation. Those who cannot adhere to the house rules, for example because of a job or an integration course, are particularly affected. An example illustrates the problem: A resident who was unable to stick to her cleaning schedule for these reasons was moved to a separate living area for seven days. In this area, known as the “penalty zone,” living conditions are catastrophic. According to the Refugee Council, there are no lockable cupboards for personal belongings, no refrigerator and no cooking facilities. The rooms cannot be locked and residents often have to make do with shared rooms that offer no privacy.

Unexplained conditions and lack of supervision

The reports about the Haffburg show that it is not just the physical conditions that are objectionable. The district of Nordwestmecklenburg, which operates the accommodation, sees no arbitrariness in the relocations and points out that the house rules must be adhered to. Critics, on the other hand, are calling for a comprehensive review of the conditions in the accommodation. Staffing is also in the firing line. European guidelines set minimum standards for the reception of asylum seekers, but the reality is often different. These grievances not only lead to conflicts among residents, but also to a general feeling of insecurity and isolation.

Demands for improvement and clarification

In view of the catastrophic conditions in the Haffburg, the Refugee Council calls for an immediate investigation into the incidents and the abolition of the discriminatory sanctions system. It is not only a sign of hope for the residents, but also a necessity to maintain human rights standards in Germany, as NDR and the Institute for Human Rights emphasize. The question remains, however, when and whether the responsible authorities are ready to finally take action here.
