Dispute over addiction counseling: Mayor vetoes!

On October 28, 2025, a conflict over the financing issues of addiction and drug counseling comes to a head in Schwerin. The mayor has lodged an objection against a resolution by the city council that was passed on September 29, 2025. This resolution sought to increase subsidies for addiction and drug counseling in order to secure the financing of a total of 4.5 specialist positions. The background is the needs of the Evangelical Addiction Aid Mecklenburg-Western Pomerania gGmbH (ESM), which was discussed in detail in the budget discussions for 2025/2026. The mayor points out that the discussion about increasing the grants is no longer valid due to the strained budget situation. In his opinion, the originally decided amount of 24,000 euros, which was paid in December 2024, appears to be sufficient to cover current needs.

Budget situation and supply structure

The regulation for the 2025/2026 budget has now finally regulated the promotion of addiction counseling. The mayor also gives interesting figures on the coverage rates: While in other municipalities the key is between 1:25,000 and 1:23,000, Schwerin has a relatively good position in comparison with 1:22,000. These facts add weight to the mayor's argument that support should only be provided based on actual need and with evidence.

An amendment from the ESM dated July 31, 2025 sets the actual funding requirement at 4,188 full-time equivalents. The question arises as to whether the city council can meet the requirements, especially since there is also a claim for reimbursement of around 15,000 euros for 2024 due to underspending. These financial issues will have to be discussed again at the city council's next meeting on November 10th.
