Fischer emphasizes the need to set the right course for the future. “Without compulsory military service, we will not be able to achieve the required personnel targets,” the general is certain. The bureaucracy and the existing management structures must also be simplified in order to make the Bundeswehr more efficient. The principle of “distancing ability before dueling ability” is considered essential, especially in view of the lessons from the Ukraine conflict.
Financial issues and international obligations
