The justice system in Saxony-Anhalt is facing major challenges. Digitalization initiatives are intended to not only increase efficiency, but also reduce costs. MZ reports that the administrative costs of ordinary courts and public prosecutors will increase by around 850,000 euros in 2025 compared to 2022.

In addition, rising postage and telephone costs are putting a strain on the overall financial situation. These increase by 700,000 euros over the same period. Due to personnel shortages and poor strategic decisions, additional costs amount to millions, which not only affect the finances but also the efficiency of the judiciary.

Digitalization is falling by the wayside

A main point of criticism is the delayed introduction of the e-file, which is seen by many as a symbol of missed opportunities and a grave for millions. Although lawyers and notaries have been required to file documents electronically since 2022, this is often not implemented. Instead, the documents are often printed out and sent in paper form. The Association of Judges and Prosecutors has already criticized the fact that the courts are increasingly acting like printing presses instead of implementing the desired digital change.

In 2024, over 20 million euros were invested in the digitization of the justice system, but progress remains minimal, to say the least. The parallel use of analog and digital systems not only leads to more bureaucracy, but also to considerable additional effort, which pushes the hoped-for savings into the background.

A look into the future

The ministry has acknowledged that savings from more efficient processes could only be felt years later.
