New contracts: More freedom and self-determination for people with disabilities!

Today a new chapter in support for people with disabilities was opened in Saxony-Anhalt. The newly negotiated framework agreement between the Ministry of Social Affairs and the sponsoring associations is intended to fundamentally restructure the aid and offer more self-determination and flexibility. So reported MDR that people with disabilities now have the opportunity to choose the type of help they receive. This step marks a major shift away from the previous blanket aid, which was often tied to specific institutions.

As part of the new contract, tailor-made and flexible offers will be created that respond to the individual needs of those affected. The new modules include, among other things, assistance in everyday life, support with living and support during leisure activities. The federal state's social minister emphasizes that the remuneration for services is determined in advance, which ensures more planning security for both the providers and the institutions.

Self-determination in focus

The principle of self-determination plays a crucial role in this realignment. At the political level, self-determination is anchored in Article 2 of the Basic Law, which guarantees every person the right to the free development of their personality. This also affects people with disabilities, who will be able to participate more actively in decision-making processes in the future. As the Federal Agency for Civic Education explains, self-determination means that individuals have control over their lives and can manage their own affairs.

The importance of self-determination is also evident in the international independent living movement, which began in the USA in the 1960s. In Germany, the principle gained momentum in the 1970s and numerous initiatives were launched to improve living conditions for people with disabilities. Such movements aim to ensure that help is not patronizing, but rather offers assistance and support.

Incoming criticism and demands

But not all voices are optimistic. Disabled people's associations express concern about possible cuts in services and continue to call for the creation of new inclusive structures and barrier-free housing. It remains to be seen whether the changes actually have the desired impact on the quality of life of those affected. Protests that took place in December 2024 against cuts in support for the disabled are a clear signal of the ongoing need for action.

In addition, access to the general labor market will also be addressed in the context of the new regulation. The implementation of AI-supported assistance technologies could help to promote participation and improve the conditions for people with disabilities in the world of work.

The new framework agreement in Saxony-Anhalt could therefore be viewed as a step in the right direction, but the challenges are far from being overcome. The coming months will show whether the implementation of the new regulations meets the needs of people with disabilities and whether it is possible to create the desired structures for a self-determined life.
