Recently, the focus has been on many children and young people who are struggling with the German language. Especially in well-known institutions such as daycare centers and elementary schools, it is evident that a large number of students have language problems. This situation is currently attracting attention from politicians, who are discussing measures to introduce language proficiency assessments in daycare centers at an early stage. The considerations about mandatory language tests are not new, but if implemented well, they can definitely have a positive effect, as MDR reports.
However, some prerequisites are important for the success of these tests. On the one hand, there is a need for competently trained staff who can carry out the tests and, on the other hand, for effective language assessment instruments, which are currently only available in rudiments. Concerns about the quality of language support are also not unfounded, as in the past some language support programs have not had the desired effect. Among other things, there are false positive or false negative assessments, so there is a lot of skepticism.
The current situation
During the current school enrollment period, the urgency is increased again. Children from different social backgrounds, especially with a migrant background, need individual support. According to the information from KMK, the second program phase of the “Education through Language and Writing” (BiSS) initiative entitled “BiSS Transfer” has been carried out since March 1, 2020 until 2025. This program aims to transfer the results from the first phase of the initiative into practice in up to 2,700 schools and daycare centers nationwide.
The research focuses on the conditions that are necessary for the effectiveness of diagnostic and support measures, particularly when it comes to promoting reading and writing. Various institutes, including the Mercator Institute for Language Development and German as a Second Language, work together to achieve this. Federal ministries and state coordinators make a significant contribution to the implementation and support of these important language development measures.
Support for children with language deficits
Also in focus is the Fairchance Foundation, which supports socially disadvantaged children and young people. The Foundation has made it its mission to offer these children prospects and opportunities for a self-determined life in Germany. Acquiring the German language is of course of central importance here. As part of its programs, the foundation supports institutions such as daycare centers and schools in language support in order to respond individually to the needs of the children.
Parents are asked to remain calm during this time and to closely monitor their children's development. It is important to promote motivation and desire to start school without putting unnecessary pressure on the children. If circumstances require it, language deficits should be carefully considered and addressed in a targeted manner.
In summary, it can be seen that the challenge of addressing language problems in children at an early stage is a central issue in educational policy. The implementation of well-thought-out language tests and the development of effective support programs is a step in the right direction.
