Things are getting serious about community mergers in Thuringia. On the agenda is a modern administrative model that promises both efficiency and cost savings. Today, on October 29, 2025, CDU MP Jonas Urbach made it clear that the incorporations should be voluntary. “The decisions have to be made where they belong,” said Urbach. These words are no coincidence - the challenges facing Thuringia are enormous.
Demographic change has led to a loss of around a fifth of the population in Thuringia since 1990. Greater demands must now be met on administration, digitalization, climate protection, infrastructure and social services. Smaller municipalities are now often no longer able to bear this burden on their own, which increases the pressure on state politics. In this context, Left MP Sascha Bilay welcomes the new law to create more efficient municipal structures. “Larger structures can also make better use of financial allocations and thus achieve greater effects for people,” notes Bilay.
Efficiency gains through mergers
The discussion about the small-scale structure of municipalities is not new. The first red-red-green state government under Bodo Ramelow had already attempted to introduce comprehensive reforms in the districts. However, this reform failed due to various resistance. However, the current approach to promoting voluntary associations now seems to open up a new path. Thuringia offers bonuses for such mergers - an incentive that could perhaps convince smaller communities to join forces.

Similar developments can also be observed in Europe, with many enthusiasts being able to order individual series through dealers or distributors if the financial resources are available.
In these special times, in which both administration and leisure activities are being shaped by new models and structures, it remains to be seen what further changes await us. What is certain is that cohesion is needed more than ever, both in the community and in the digital world.
