The summer holidays are coming to an end and the new school year is about to begin in Hesse. From the beginning of the 2025/2026 school year, a strict cell phone ban will apply to all public schools in Hesse. This means that the private use of smartphones, tablets and smartwatches is prohibited, especially at primary schools. Why the cell phone ban?

What is behind this drastic step? The aim of the cell phone ban is clear: it is intended to protect children's health and promote their concentration. Education Minister Armin Schwarz (CDU) emphasizes that children and young people should concentrate better on their tasks during school time, without the constant distraction of cell phones. Social interaction is also stimulated through increased personal interactions, which is why use in class is only permitted upon instruction from the teacher. In emergencies, cell phones can of course be used, and digital devices can also be used in lessons if the situation requires it.

The new law not only regulates cell phone use, but also expands the guidelines on the use of weapons in schools. There were previously different requirements for this, which are now being replaced by a uniform ban on weapons. Prohibited items such as knives, blackjacks or dangerous chemicals are now taboo for all Hessian schools, which benefits the safety and well-being of the students.

The GEW sees media education as an effective means of improving students' digital skills, but recognizes the necessity of the new law. The ban, it is said, is a positive step towards a healthy school environment, even if there are heated discussions about the correct way to deal with digitalization. A look at current studies shows that cell phone use among young people is increasing sharply. Information from the digital association Bitkom shows that children between the ages of 6 and 9 spend less than 30 minutes a day on their cell phones, while 16 to 18 year olds spend an average of 201 minutes a day on them.
