Saxony-Anhalt encaps the new contracting law for more municipal power!
In the latest developments in Saxony-Anhalt, there is a significant change in the contract of contracts on the agenda. On June 13, 2025, the corresponding draft law was brought in by the coalition in the parliament in Magdeburg. The aim of this reform is to reduce bureaucracy and to facilitate the awarding of construction and service orders to the municipalities. Ulrich Thomas, the economic policy spokesman for the CDU parliamentary group, emphasizes that this change in the law will be a decisive strengthening for the economy and the municipalities by enabling faster and more unbureaucratic processes. Already on March 1, 2023, the tariff loyalty and awarding law (TergG LSA) came into force in Saxony-Anhalt. This law regulates the allocation of orders and has significantly changed the public order. Among other things, it introduces the subjugation regulations (UVGO) for the allocation of delivery and services below the EU threshold values, whereby the previously applicable award and contract regulations for services part a (Vol/a) is replaced. However, the amendment harbors some challenges, since public order is becoming increasingly complex and dynamic. The responsible Ministry of Economics, Science and Digitization (MWL) has decided to provide practical and legally secure application information, forms and instructions. The requirements in procurement law
The procurement law pursues several goals: it should ensure economic and economical use of household funds and at the same time promote fair competition. The legal requirements differentiate between awards that are above and below the EU threshold values. From January 1, 2024, specific threshold values apply: For delivery and service orders from the highest federal authorities, the value is 143,000 euros, for other clients at 221,000 euros and in construction 5,538,000 euros. These new regulations should help to further increase the efficiency and effectiveness of the allocation of public orders.
With the planned change in law, Saxony-Anhalt will not only do justice to the current requirements, but also take a step towards a modern, adaptable economic structure that benefits both the municipalities and the economy. So something moves here that is of great importance for the region.
