Saxony-Anhalt gets involved: New procurement law for more municipal power!

In the latest developments in Saxony-Anhalt, a significant change to the procurement law is on the agenda. On June 13, 2025, the corresponding bill was introduced by the coalition in parliament in Magdeburg. The aim of this reform is to reduce bureaucracy and make it easier for municipalities to award construction and service contracts. Ulrich Thomas, the economic policy spokesman for the CDU state parliamentary group, emphasizes that this change in the law will significantly strengthen the economy and the municipalities by enabling faster and less bureaucratic processes. This is an important signal for the region, especially in times of economic challenges, as Zeit Online reports.

The Collective Bargaining and Procurement Act (TVergG LSA) came into force in Saxony-Anhalt on March 1, 2023. This law regulates the awarding of contracts and has significantly changed public procurement. Among other things, it introduces the sub-threshold procurement regulations (UVgO) for the awarding of supplies and services below the EU thresholds, replacing the previously applicable procurement and contract regulations for services part A (VOL/A). However, the amendment presents some challenges as public procurement becomes increasingly complex and dynamic. The responsible Ministry of Economics, Science and Digitalization (MWL) has decided to provide practical and legally compliant application instructions, forms and instructions. The requirements in public procurement law

Procurement law pursues several goals: It is intended to ensure the economical and economical use of budget resources and at the same time promote fair competition. Principles such as equal treatment, non-discrimination and transparency are at the forefront. In addition, sustainable, environmental, social and innovative criteria also play an important role in achieving strategic political goals. In Germany, public clients include both public institutions and certain private companies, particularly in the transport, drinking water and energy sectors. According to BMWK, orders in the upper threshold area must be announced throughout Europe, for which special procedures and regulations apply.

The legal requirements differentiate between awards that are above and below the EU thresholds. From January 1, 2024, specific threshold values ​​will apply: for supply and service orders from top federal authorities the value is 143,000 euros, for other clients it is 221,000 euros and in the construction industry it is 5,538,000 euros. These new regulations are intended to help further increase the efficiency and effectiveness of awarding public contracts.

With the planned change in the law, Saxony-Anhalt will not only meet current requirements, but will also take a step towards a modern, adaptable economic structure that will benefit both the municipalities and the economy. So something is happening here that is of great importance for the region.
